Born in Louisville, Mississippi and raised in Philadelphia and Detroit, Ms. Miller has more than 25 years of experience in the health care profession serving the majority of her time as Senior Administrator at University Medical Hospitals and Community Health Centers. Presently Ms. Miller serves as the Chief Executive Officer of the Neighborhood Health Association (NHA). The system operates 14 federally qualified health clinics in Lucas County. In addition, NHA manages its own pharmacies, 3 dental clinics, 2 Senior Centers and a wide range of services designed specifically to be responsive to the needs of women and people of color. These services include, but are not limited to, Cardiology, General Surgery consultation, Oncology consultation, Adult and pediatric medicine, WIC, Care Coordination, Community Outreach, Infant Mortality related services and Sickle Cell Education and Detection services. NHA recently added Nexus Healthcare to its operation, a new 43,000 sq. ft. medical facility in downtown Toledo and a new site in Holland, Ohio.

A staunch supporter of the rights of women, the underserved and people of color, Ms. Miller obtained her Doctor of Jurisprudence from the University of Toledo and is currently pursuing a Master of Laws in Health Care. Ms. Miller served as Chair of Governor Ted Strickland’s Health Care Transition Team for the State of Ohio. She is a member of the Board of Trustees of Mercy Health Care, former co-chair of the Mayors Commission on Minority Health, a political analyst for both Conklin & Company and Toledo Up-fron television shows on Channel 13abc, the local ABC affiliate. She is currently the host of Bridges, a public affairs television show which focuses on the social and economic issues effecting people of color and others in our community which also airs on ABC.

A winner of numerous community awards including the national ATHENA award, given by the Chamber of Commerce for outstanding leadership by a woman in business, the State Democratic Women’s Caucus Award for outstanding contributions to Women’s Health Care, the YWCA Milestones award, the African American Legacy Award and the 2016 NAACP Freedom Fund Award. Ms. Miller was President for two terms of the Toledo Lucas County Port Authority. She was its first female, African American President. The Port Authority is responsible for the operation of the County’s airport, railway and seaway systems.

Ms. Miller is most inspired by the following quote from Nelson Mandela: The elimination of poverty is not charity, it is justice. Her personal motivation is to be a part of a system of sustained change for people of color and women. Her hope is that one day we will require justice; demand equality and will accept no less than that we be seen as the beautiful and brilliant beings that we are. SHe considers these elements to be foundational to change for any disenfranchised community and that the awareness of their necessity to our humanity is at its most powerful, when our demands have one voice; to do otherwise oppresses us all.

She is the mother of one daughter, Kathryn, an honors graduate of the University of Michigan and Loyola Universities.
